They never intentionally circulated, though doubtless some might have been cut out and spent, also they were not in normal mint sets/proof sets, but only sold individually, the uncs in mylar placed in Blue envelopes (i.e. Blue Ikes) and the proofs in a hard plastic case in a brown box (brown Ikes).
