They certainly have a connection. The banknote says something about Harbin, and the railroad goes through it to Vladivostok:

I am having difficulties trying to upload the coins and notes to omnicoin and banknotebank... This is what it says:

All of those aren't in omnicoin yet, I have problems with the scanner.

Both of these notes show dates of 1898 & 1899, respectively.  How do you determine that they are 1905??  I assume that it probably is a signature variation that dates them?

 

 

My guess is more likely the serial numbers. Finnish markkaa notes (from its time as a Grand Duchy to pre-Euro issues) also had static dates. It is the serial numbers that tell when they were issued and released.
