generally speaking, looking at this coin and its EAGLE - there is immediate reaction that it is overstrike; secondary, nice traces of undercoin are very much visiable; i dont get the point, when you said that you saw traces of overstiking then you figured out what it is
these pieces with H - were made in coin shop in Russia for its local and school museums; it was discussed long time ago on all forums and in journal of RNS; looks like some found or purchased stock of it
