Sounds like I should stay away from bidding on Polish eBay listings: either the seller (or I?) would have to break the law or I run the risk of not getting my coins at all... The information I had was given to me by some Polish friends who have brought back Russian coins from Poland, Hungary, and Slovakia. From what I was told, the only thing needed was proof of purchase. You had to have the consent of the Minister of Culture. However, at the beginning of this month a regulation was enacted that it is allowed to export each coin.
