I believe Russia may be the only country to have such restrictions on historic and valuable items, but even with these restrictions, there are apparently ways of circumventing regulations. I am sure Ukraine have these laws, but I buy coins there, and from there and never a problem to take out of the country. The customs more busy with taxable merchandise come into country.
