I cant make out any mint marks but there seems to be an N on the breast and the reverse seems to read CIVITAS LONDON, so is this a Norwich/London mule? and are these quite common? I think it's just a messy fleur or lis, or maybe even a die flaw. I'm not confident that it's a letter, but, with clearer photographs, I would love to see a letter there!
