Yes, it would command a premium. Like error coins, error notes are not too common, and there are many persons who would be interested in that note. The price depends on the error type, the rarity of the error and the condition of the note. So for this one missing a portion of the printing with the note's condition, I would imagine at least five times the normal value. But it really is as Brett said... it depends on who is willing to pay what. Checking Ebay prices for the note, there is a ten shilling note without error and in worse condition going for about 10 dollars US. UK notes seem to have a premium in the online auction market anyway and I would be surprised if it didn't auction at least for 50 USD.
