As far as hoping it's a Paul overstrike..besides there being no traces of a cipher undercoin, it's the wrong eagle. Just looks like a messy regular issue to me. Ofcourse, perhaps the buyer knew or thought something else. The coin intrigued me as well. I think it is a double or triple strike with the same dies, including a die clash.
