I think the article states that the production cost of the 10 won is 4x face.

It is bizarrre. But remember, 10 won is just a face value of a pityful 1 US cent. And there is two smaller denomination of 5 and 1 won.

But the 1 and 5 won are not issued into circulation. They are included only in Mint & Proof sets (which do make money for the BoK)

If I remember right, I remember seeing both 1 and 5 won in circulation in 1995. But it is true that recently both 1 and 5 won are mainly put in mint sets. There aren't any true proof circulated Korean set unless you are talking about the scarce 1982 Korean proof set.
