Nice piece! It commemorates the 90th birthday of Luitpold - interesting because he was not king but just regent, so there are no "regular" coins with his effigy.

Was the monarch mad, or just not of majority? I know that Bavaria had the mad King in the 1850's though.

The former. There was the famous king Ludwig (II.) for example, the one who had Neuschwanstein castle built. He was officially declared mentally ill in 1886, and his uncle Luitpold (the guy on the coin) took over as a "regent". A few days later Ludwig died in a lake south of Munich (probably suicide), and his brother Otto became king. Now Otto was mentally ill too, which is why Luitpold continued to be regent ...

 

When Luitpold died in 1912, his son Ludwig became regent. This Ludwig became king shortly afterwards (Ludwig III., 1913-1918) even though Otto lived until 1916.
