The details of the coin look soapy, but not offensive, and the 0 edge is not described in any reference. Still curious. Is it an unfinished Chinese replica? Perhaps, but the Chinese are the only ones that are nice enough to identify their series by offering them as Replicas. And I think they have the whole range of 1900's roubles and poltinas, as well as some other coin lines.
