I believe it's because a 400 oz. bar is a standard "London Good Delivery" bar on the London Metals Exchange, where most gold was traded earlier in the 19th and 20th centuries up to today. As a result, most governments keep their gold holdings in good deliverable form for the LME in the event of purchases or sales.
