Mint control at that time isn't too strict so something like that can happen. Answering your question, chances are, not really. Although they are both commemorative coins, there were millions of coins struck including the ruble that you have shown. Unless it is a scarce variety that I am not aware of, just don't think that you have struck a gold mine. Nevertheless, welcome to coinpeople and hope you enjoy your time here.
