Can you tell if there are lines in the mark. If so probable die polish. Dents in a die have also been known to cause what appear to be gouges. Just think, you've found a coin where the construction workers made the reverse of that coin based on what they were doing Need much better photo. I have found a lot of those while looking through these thousands of Lincolns I have on hand. Don't keep track of them so cannot say I found one like yours.
