Mint error?

I have a 1994 penny that I found in my change that looks very strange. It has what looks like serrations on it's edge and the rim is thicker in spots then normal. Just curious, could this be a planchet error? Maybe they edged the planchet too much before the coin was minted? Here are some pictures, although not very good ones. Thanks,

It is the edge that is most interesting, it looks more distinct then the photos show. On the second pict you can see how tall the rim is.

Thanks, any ideas as to how this can happen? I was thinking that when the edge was upset, it was upset too much. Does the edge upsetting process leave serration like marks on the coin that are then smoothed out when it is coined?
