IMHO, if this was struck with a pattern or an unfinished die, it would not be missing the second mint master initial. In fact that 'C' from the initial is barely visible, which suggests a weak strike or some die damage in that area. Unfortunately, it looks like someone is going to waist 100 Euros on this coin. As the reverse does not show a weakness opposite the missing areas of the obverse I would suggest that either the planchet was defective or the obverse die had sunk in the affected area.
