The coin is 5 Mark of Prussia 1903, mint "A" of Berlin, the king was WILHELM II . I have found this date: WEIGAND, EMIL (20 NOV 1837 – 25 MAR 1906), chief engraver of Berlin Mint (1887-1904). Emil Weigand did indeed design the obverse, with the portrait of Wilhelm II. That design is based on a bust which the sculptor Reinhold Begas http://de.wikipedia.org/wiki/Reinhold_Begas made.
