In general, I think it is very difficult to judge whether or not a 19th century rouble (after 1844, that is) is a genuine proof or only a proof-like specimen, especially without being able to hold the coin in hand and turn it at various angles in the light. Unfortunately, the picture doesn't make me want to believe it is even proof-like, much less a proof. But the picture isn't very good, so I will not pass judgment on it.
