17 yrs in the coin biz and i have seen enough PMD coins to know one and enough common coins to know one

from what i can tell one coin is PMD and the other is just common
close ups would help and make sure they are clear enough for people to see what you are talking about

doubt that is steel as they made steel coated zinc coins in 1943 and 1944 not any other time research first that will help worth 1 cent

100% positive it's post mint damage been collecting since 2003 and seen many such coins
