25 cents as it's post mint damaged and it was made in Philadelphia and has no mint mark -
i think that would not be legal to own even if real as it was never meant for everyday use, mostly used by banks for transactions and such

from what i can tell from the blurry photos its called PMD happened after the coin left the mint worth 1 cent
