I have noticed that its easy to get low and facy serial numbers from India and Lithuania, I don't know why but if you browse through ebay you will find many, specially from India, I've got a 000006 and a 0000056 from those countries.
Around a year ago a US $20 note was sold at ebay with the number 12345678, below is the image:

When you mentioned the modern looking design, two countries came to my mind: Hong Kong and Lebanon. They look similar, maybe they are printed by the same company?

New Mexican Bimetallics

Hi everybody,
Mexico will issue 4 new $100 bimetallic coins, with a silver center and an aluminum-bronze ring. The themes will be the following:
1.- 400th ann. of Don Quijote
2.- 80th ann. of foundation of Banco de Mexico
3.- 470th ann. of Casa de Moneda de Mexico
4.- 100th ann. of 1905 Monetary Reform
The first one will be issued until december 2006 (design is below):
I don't know the issue date of the others, but the designs look promising:

There will be also other commemoratives of silver:
