The difference is the degree of stretch area between the struck and unstruck areas of the coin. An off-center occurs when the feeders fail to drop an incoming blank properly into the collar. The black is partly in and out of the collar. The dies will strike only a partial design onto the blank. If additional failure happens in that press where the feeders fingers fail to position the blank correctly the blank flops around and lands partially on top of the blank fed into the adjacent collar. That errant blank will be struck off-center while partly resting on another blank. This results in an off-center strike with no design on the reverse.
