Such pieces were pretty common in much of Euroland a couple of years ago: The pre-euro coins went through a machine called "decoiner" so that they could be sold and transported as scrap metal. I have some decoined German Cu-Ni pieces; initially you could sometimes get them as free souvenirs, but later they were sold. You can still buy such ex-coins.
