Is the reverse of Soviet restrike of 1898 same as 1899? I'm curious what the differences are and the story as to why they were re-struck.

Good day to all, New here... Found this forum by searching for Soviet Restrike in google trying to learn more about it... Coin was sent in to PCGS for grading and came back as MS-64 Soviet Restrike. The mintmaster on the rib is АГ... Can someone tell me the story as to when and why the Soviet government restruck these coins? Is there a book about the subject I can read? This coin joins the 5 and 15 rouble examples in my collection.
