It is indeed from Yugoslavia. It was issued May 1, 1989, as part of a series of ever-increasing notes (the 50,000 dinara was released in 1988, the 20,000 dinara was released in 1987). The note was demonetized on June 1, 1990, when the currency of Yugoslavia was devaluated at the rate of 10,000:1. These notes are fairly common, and in VF are worth about $2-3. It is listed in the Standard Catalog of World Paper Money as P#97.

A little more information about the inflation that Yugoslavia was going through. Only weeks after this note was issued, in August of 1989, the exchange rate was 33,000 dinara per US$. By the time of the monetary reform in June of 1990, that rate had escalated to over 150,000 dinara per US$, which means when this particular note was devaluated, it had a value of US$0.67.
