rbethea Posted September 16, 2015 Report Share Posted September 16, 2015 They could both be real - on Russian notes at this time they issued them with more or less just a series number. They weren't issued with unique serial numbers. This is a regional issue but the same is true for regular government issues during this time period as well (1919-1921 or so).
