NIL. NISI. CONSILIO.= Nothing without the Council. Brass 30mm Feuardent #68 Henri III(1551-1589) of France adopted as his device 3 crowns one of which appears to descend from heaven beset with stars & the motto manet ultima celo(cœlo). Here is a closeup for you TDP(aka eagle eye), I cannot tell for sure what it is, just above the right star some more red is showing through. So perhaps it is just some impurities in the metal.
