As a general rule, I find that the Austrian issues tend to be more artistic than the German. Not that the German notes are generally deficient in any way, but that the Austrian issues seem perceptibly better. That would include factors or parameters from balance and color to harmony of theme or depth of presentation, or integration of imagary, typographic elements and leitmotif.
