The Prohibition movement began earlier than 1919 in Finland, but it was not until Finland achieved independence that it was made law. However, it soon proved to be unpopular, difficult to enforce effectively, and the fact that large sums of money in smuggling was not being taxed led the Government to bring the subject to a national referendum. The law was voted down and subsequently repealed.
