Most countries will accept if and only if 2/3 of the notes are present and at least both serial numbers are present for full redemption. The only exception that I know so far is Japan. When your banknotes get burned, appearently not all is lost as the mass of the ashes seem to indicate how much you had. So one shouldn't throw their notes, if not ashes away.
