Part of the coin seems to have a milky or chalk like coating and the other part is very shiny. What is the stuff that is covering the shine? And this will likely cause some major disagreement - and it ties in with one of your other questions - but I have seen coins that were dipped in acetone, and yes pure acetone, develop just that same look you describe. It looks exactly like an uncirc franklin that got a shot or two of a broncile (sp) mister on the surface then some of it got wiped away.
