The medal utilizes the Canadian maple leaf along with the opening line of the United Kingdom's national anthem (God Save The Queen) leading me to believe it may had been issued for distribution as a keepsake for Canadians. A similar item in a different metal is found here at Colonial Acres Coins in Canada. Perhaps you can call them and see if they have more information on the source and production of this medal.
