2007 Error Dime Struck on wrong Planchet

I wonder if it was discovered accidentally when someone noticed that a dime shouldn't be sticking to a magnet.

All Canadian 10c from mid-1968 onwards were struck on either pure nickel or plated steel planchets, so they all should stick to a magnet.

Given that the size appears to be correct, I can only wonder if it was a milling issue (the metal sheet the blanks were made from being too thick) resulting in an overweight piece.
