(apologies for the poor image quality; I had to use my phone camera) I'm not very experienced with error coins, but it seems like a partial brockage. The reverse looks completely normal. She is interested in selling it, but the only coin dealer in our area had no idea what it would be worth. I told her that she could probably expect somewhere around $50-100, and strongly suggested that she get it certified before trying to sell it.
