I am going to say, "Something else." I agree that the obverse (side with the Date), says that this is SPECIAL MONEY Moneta spicciola. I agree that it is Venice and Lombardy. However, on the reverse (eagle; tails), is the HAPSBURG two-headed beast. The duchy of Venice was merged into Lombardy by the Congress of Vienna and given to Austria. It was a "kingdom" within the Austrian Empire. (On this coin R.= regno = kingdom) But 1861-1862 were the years of Italian state-formation by Garibaldi.

The Krause SCWC does not show this coin under Lombardy-Venice, but rather only centissimi where the denomination is named. This coin has no denomination, only a numeral 1.

I am going with an ad hoc or provisional coin, not an official issue.

Anyone else?

Moneta spicciola is the Italian translation for the German "Scheid Munze".

A little curiosity. Kingdom of Lombardy-Venetia (Regno Lombardo-veneto) ceased to exist on 1859, when Lombardy was annexed to Kingdom of Sardinia!
