Typically, the most worn side of the coin determines the grade. On Canadian coins this is almost always the obverse. I have a George VI half dollar that looks EF on the reverse, with colorful toning over the luster in the crevices of the coat of arms, but is quite worn on the obverse (fine, maybe F-15 on a good day).
