I've got four rupees of Geo V era, all have marks on the obverse similar to your coin. I was trying to figure out if they'd been cleaned or not. One two of them the lustre looks more like a 'cleaned' (like a proof, just shine), on the others it looks fairly normal UNC, but full of these marks.
