That seems to be the case ... here's one I found on the Heritage auction archives website: http://coins.ha.com/common/view_item.php?S...7359&src=pr For some reason, most of the other lots didn't show very large pictures; or if they did, they were a little out of focus. On this coin, you can see where the upper tip of the smaller "6" shows just on the right of the upper curve of the larger "6". Also, the doubling of "LIBERTY" is pretty easy to see.
