The one in that article you linked to will have been magnetic as it was a normal copper-plated steel issue that just escape the plating part. However, if yours is not magnetic then it is possible that it could be a silver one. British coinage is sometimes struck in silver as special proofs in part of sets. But the only sticking point here is that i'm not sure if there were any silver ones struck in 1993! That I know of, but proofs and off metal issues are really not my area.
