I want more information about those two coins. first coin have 7 * 11 mm. Peter I did mint hammered silver kopeeks, all the way to (I think) 1714. They were minted along with the milled copper kopeeks in order to let the population adopt and trust the new copper coins. There's really no doubt. I'd recommend reading The Legends on Russian Wire Money from the RNS for a very good tutorial with exercises to help practice identification.
