It is very easy to overprint cheap real notes... and to make some money from them. I was told that this sometimes is done by dealers... ut was certainly done by dealers with the Kosovo notes on Macedonian notes, and I heard that also the overprints on Somaliland (golden and silver overprints) were made by a dealer...
