I believe this was one of the first coins struck at the Philadelphia mint which bore a 'P' mintmark. It also has a palm tree privy mark (just the other side of the date from the 'P') because it was struck to circulate in the Dutch West Indies, specifically Curacao and Surinam, seeing as how the home country was under German occupation at the time. If you look in the catalog, you won't find it listed under Netherlands, but under Curacao or Netherlands Antilles.
