I'm in Scotland and our town symbol is a double headed eagle just like that. Could very well be Spanish if it is giving you that impression. The eagle does resemble the Russian Eagle, but the arms on the breast are not Russian (i.e. not the shield of Muscovy with order of St. Andrew surrounding it). I agree that this is probably a fantasy piece. I have several slightly different brass tokens with young queen Victoria on obverse and this very eagle on reverse.
