I agree ... however, I'm pretty sure that at least half of the scratches visible in the picture are actually on the plastic. I'd say it is a good MS-64. As we know, PCGS is usually (or was?) pretty strict on grading Morgan dollars, more so than NGC, for example. But it wouldn't be the first time that I saw an overgraded coin in a PCGS slab.
