Usually you can buy such "investment" pieces from banks or precious metal dealers - basically the same sources that also sell, say, the silver Eagle or Koala for example. Dunno - here in Germany, banks will either not sell silver/gold coins at all, or they will (like most bullion dealers) sell various pieces from various countries. If you don't know where to buy the piece, you could do a search here http://bullionpage.com/ for example ... (Edit) This German dealer http://www.silber-werte.de/ apparently has the Silver Phil in stock. I don't have any experience with them though. Which is less than the current silver value of about €11.90/oz. http://www.mdm.de/wien Note that MDM sells a lot of coins but also many "coins".
