They have a value that would allow you to purchase that amount in certain foodstuffs. I believe that these particular ones were made for use in Tibet. If I go from left to right and then to bottom and not forget my Mandarin, it should be: Heilongjiang Qinghai Chendou Henan Wuhan Henan Heilongjiang Heilongjiang Henan Henan The last one I think is the name of a company.
