The edge of the smaller, thicker coin looks like it has doubling in the pattern very close to the smooth area. If the normal edging device had been used, I don't see how this flat area would occur and still have the doubling? IIRC, the doubling was caused by rotating the coin too far between the parallel edging devices. Perhaps some kind of collar was used instead? That's perhaps the largest diameter coin that I have ever seen Speaking of the small unmilled area of the edge, my super thick 1769 5 kopek does have somewhat similar feature even though the planchet itself is 5.5-6mm thick!
