I assume the difference between $20 and 40 Hryven is cost of PCGS grading. I also like this text in item's description: "In total in the world of such coins of 6 copies". If there are just 6 fakes (copies) of this kind in the world, it is a very rare fake indeed, just the same rare as authentic Konstantine Ruble.
