Whatever it is, it sure looks a lot like an unofficial Finnish mint set from 1971. (In fact I have one on the way with the bottom text in Finnish however.) Note, there is only half of the set there. Not too sure why it was presented in such a way. This is entire 1964 set in mint wrapping. There were no 3, 5, 10 , 15 and 20 Kop. minted that year.
