The Swiss 20rp, being cupro-nickel, can (along with Panaminian coins, which follow US coin specifications) pass a sorting machine (Coinstar or like) and thus end up being introduced into circulation.

There are school chemistry experiments to make a copper/bronze coin appear silvery. Being that the size is correct, I doubt that it's off metal since there's no reason for there to be a nickel blank of the same size laying around. A XRF scan or specific gravity test would confirm its metallic composition.

Hard to say from that photo, but weak strike or thin planchet are both possibilities. The former would not be an error.

They may have a little bit of value as novelties, but as coins, they're technically altered. But I should note that even those coins in mint condition generally don't sell for much, since many people saved the 1967 pre-decimal pieces, being the last issues.

Welcome! It sounds like it's technically a medallion rather than a coin (e.g. not currency) and I would assume that most likely any information that came with the packaging would probably be more than what one might obtain online.

Since it's not an original bag anyways, I would open it. There would likely be some pieces that then were considered scrap (or close enoungh to include in a "junk/scrap" bag) that would now have a premium.

They appear be regular circulation issue coins which have been selectively plated in the aftermarket.

As Art noted, they should be fine - it's pretty common for edge inscriptions to be facing either way. My larger concern from the photo is that the pieces look polished.

But in general, the main question to be asked if whether or not you're comfortable with the source of your piece.

On c/n alloys, you're probably okay with a dip in acetone if you're comfortable with something stronger.
